EAHC – Finances

In the context of the three research programmes of the  internal link EAHC (Executive Agency for Health and Consumers), there are different types of funding. The most frequently used option is "grants for projects", which is funding of projects in the framework of the Health Programme.

Guidelines

The Guidelines for Finances for EAHC projects are very similar to those in FP7. However, there are still differences that need to be taken into account.

Cost categories

Project costs have to be incurred in the project duration. They are of the following categories:
The project costs divide as follows:

Eligible costs

  • Direct costs (in direct relation to the project; they have to be verifiable)
    • Personnel costs (recorded by so-called Timesheets)
    • Travel costs
    • Equipment
    • Consumables
    • Subcontracting
    • Other costs
  • Indirect costs

Timesheets

The personnel costs have to be documented by timesheets PDF-Icon Timesheet.xls (13 KB).  In this form, the information on when and how much each person has worked for the project has to be entered. The timesheets do not have to be handed in at the EC, however, these documents could always be requested by the EC in the process of an Audit.

Personnel Costs

Regarding personnel costs, there is a distinction between two categories:

  • Personnel, which is directly paid by state funds
  • Personnel, which is not paid by state funds

Indirect Costs

Indirect costs cannot definitely be allocated to a project. However, they are in relation to the project activities (e.g. rent, electricity, telephone bills, etc.). The flatrate for indirect costs is at 7% for all partners in EAHC-projects. As opposed to FP7 projects, overhead is granted also for subcontracting.

Calculation of funding

The funding rate refers to the total amount of costs, i.e. direct costs including indirect costs.

Example:                

Direct costs in the project      100 EUR
+ indirect costs (7%)     7 EUR
Total amount of eligible costs  107 EUR

Budget Shift

Basically, the allocation of the budget – as stated in the contract – has  to be adhered to. It is however possible to shift budget between cost categories, but only up to 20% of the receiving category. For any higher budget shift, a respective request for amendment needs to be placed at the EAHC.
